मृदु-तीक्ष्ण-नीति तथा दुष्टलक्षण-विज्ञानम्
Measured Policy and the Recognition of Malicious Disposition
प्रदाय गूढानि वसूनि राजन् प्रच्छिद्य भोगानवधाय च स्वान् | दुष्टान् स्वदोषैरिति कीर्तयित्वा पुरेषु राष्ट्रषु च योजयन्ति,देवराज! राजा अपने ही आदमियोंके विषयमें यह प्रचार कर देते हैं कि “ये लोग दोषसे दूषित हो गये हैं; अतः मैंने इन दुष्टोंको राज्यसे बाहर निकाल दिया है। ये दूसरे देशमें चले गये हैं। ऐसा करके उन्हें वह शत्रुओंके राज्यों और नगरोंका भेद लेनेके कार्यमें नियुक्त कर देते हैं। ऊपरसे तो वे उनकी सारी भोग-सामग्री छीन लेते हैं; परंतु गुप्तरूपसे उन्हें प्रचुर धन अर्पित करके उनके साथ कुछ अन्य आत्मीय जनोंको भी लगा देते हैं
pradāya gūḍhāni vasūni rājan pracchidya bhogān avadhāya ca svān | duṣṭān svadoṣair iti kīrtayitvā pureṣu rāṣṭreṣu ca yojayanti devarāja |
Bhishma dijo: «Oh rey, un gobernante puede, en secreto, proveer riquezas ocultas, mientras que en apariencia corta los goces de un hombre y le arrebata sus medios de disfrute, incluso fingiendo abandonar a sus propios allegados. Luego proclama: “Estos hombres se han manchado por sus propias faltas; por eso he expulsado del reino a estos malvados: se han ido a otra tierra”. Y así los destina a las ciudades y dominios del enemigo para obtener inteligencia y abrir brechas. De este modo, en la superficie confisca sus placeres, pero en lo oculto les suministra abundantes fondos y les adjunta a unos pocos hombres de confianza para sostener la misión.»
