It establishes that creation proceeds under a presiding Consciousness (Pati) over Pradhāna; Linga worship centers on that very Pati—Shiva—as the inner governor of all manifestation.
Shiva is implied as the supreme presider (Puruṣādhiṣṭhātā/Pati) whose mere will—beyond ordinary command—activates the guṇas to unfold the cosmos, while remaining the conscious ground.
The takeaway aligns with Pāśupata-oriented contemplation: meditate on Pati (Shiva) as distinct from Pāśa (guṇas/bondage) and Pāśu (the soul), cultivating discernment (viveka) rather than a specific external rite in this verse.
