Devas Praise Śiva; Gaṇeśa Manifests as Vighneśvara and Receives the Primacy of Worship
ससर्ज च तदा विघ्नगणं गणपतिः प्रभुः गणैः सार्धं नमस्कृत्वाप्य् अतिष्ठत्तस्य चाग्रतः
sasarja ca tadā vighnagaṇaṃ gaṇapatiḥ prabhuḥ gaṇaiḥ sārdhaṃ namaskṛtvāpy atiṣṭhattasya cāgrataḥ

It establishes Gaṇapati as the foremost protector of Śaiva rites: the vighna-gaṇas are invoked so obstacles to liṅga-pūjā and vrata are restrained, allowing worship to proceed in an ordered, auspicious way.
Śiva-tattva is implied as supreme Pati (Lord) before whom even Gaṇapati bows; the cosmic administration—hosts, guardians, and removal of impediments—functions as Śiva’s ordered sovereignty over all beings and forces.
The verse highlights pūrva-vighna-śānti: beginning Śaiva worship by honoring Gaṇapati and aligning one’s intent in reverence, a practical aid for Pāśupata discipline where pasha-like obstacles (inner and outer) are pacified through devotion and right commencement.
