Since the material world is being moved by the three material modes and since the Lord is their master, the Lord can create, maintain and destroy the material world.
This verse identifies the Supreme Lord Himself as kāla—Time—indicating that the force that brings creation, change, and dissolution is ultimately His personal potency and governance.
Because the Lord is not controlled by material nature; rather, He controls sattva, rajas, and tamas and uses His energies to create, maintain, and withdraw the cosmos—showing His supremacy even within the material world.
Seeing time, strength, and circumstance as under the Lord’s control helps cultivate humility and steady devotion—encouraging one to use one’s senses and power in service rather than in ego-driven struggle.
