It gives nīti (statecraft) protocol: do not enter an enemy city or assembly without prior reconnaissance; act under clear authority (orders/administrative role); choose the correct timing for the mission and depart only with permission.
Beyond theology and ritual, the Agni Purana preserves actionable political science—procedures for envoys/agents, operational security, administrative roles, and mission timing—showing its coverage of governance alongside dharma and worship.
By aligning action with dharma-based nīti—authorization, restraint, and right timing—one avoids reckless harm and adharma, supporting righteous governance and reducing karmic fault arising from impulsive or unlawful conduct.
