तेषाम् इन्द्रश् च भविता शान्तिर् नाम महाबलः सप्तर्षयो भविष्यन्ति ये तदा ताञ् छृणुष्व च
teṣām indraś ca bhavitā śāntir nāma mahābalaḥ saptarṣayo bhaviṣyanti ye tadā tāñ chṛṇuṣva ca
Among them, the Indra shall be Śānti, mighty in power. And as for the Seven Ṛṣis who will preside in that time, listen now as I declare them.

Even when the verse names Indra and the Saptarishis, the Purāṇic framework treats such offices as functions within Vishnu’s overarching preservation of the cosmos—Vishnu remains the constant Supreme Reality behind changing administrations.
