मनसा कर्मणा वाचा यो ऽपि कोपि शिवाश्रितः । स्वराष्ट्रपतिमुद्दिश्य शिवा श्रितमथापि वा
manasā karmaṇā vācā yo 'pi kopi śivāśritaḥ | svarāṣṭrapatimuddiśya śivā śritamathāpi vā
Whoever—anyone at all—takes refuge in Śiva in thought, deed, and speech, whether with intention directed toward the ruler of one’s own realm or even toward another devotee of Śiva, is regarded as sheltered by Śiva.

Sthala Purana: The verse pivots from prohibition to protection: ‘śivāśrita’ (one who takes refuge in Śiva) is implicitly under Śiva’s guardianship; thus targeting such persons (including the realm’s protector) is spiritually perilous.
Significance: Affirms śaraṇāgati (refuge) as a marker of Śiva’s grace; pilgrims/devotees are to be treated as inviolable (abhaya) within dharmic society.

It teaches integral surrender—aligning mind, speech, and action with Śiva-bhakti—showing that refuge in Pati (Śiva) is established by wholehearted orientation, not merely by external identity.
