सर्वज्ञः सर्वयोगीशस्सर्वभूतैकनायकः । सर्वभूतान्तरात्मायं सर्वेषां सर्वदः सदा
sarvajñaḥ sarvayogīśassarvabhūtaikanāyakaḥ | sarvabhūtāntarātmāyaṃ sarveṣāṃ sarvadaḥ sadā
He is omniscient; the sovereign Lord of all yogins; the one supreme ruler of all beings. He abides as the inner Self within every creature, and ever remains the constant bestower of all attainments to all.

It proclaims Shiva as Pati—the omniscient Lord who rules all beings and dwells within them as the inner Self—so liberation arises by recognizing His indwelling presence and grace as the giver of all attainments.
The Linga is worshipped as the visible, saguna support for devotion and meditation, while this verse points to the same Shiva as the nirguna Antaratman within all; Linga-worship trains the mind to perceive that inner Lord everywhere.
Meditate on Shiva in the heart as Antaratman while repeating the Panchakshara mantra (Om Namah Shivaya); support the practice with Tripundra (bhasma) and Rudraksha as Shaiva disciplines for steadiness and remembrance.
