विधिना स्थापितो भक्त्या स्वलिंगात्पार्थिवान्मुने । प्रादुर्भूतो महादेवो विन्ध्यकामप्रपूरकः
vidhinā sthāpito bhaktyā svaliṃgātpārthivānmune | prādurbhūto mahādevo vindhyakāmaprapūrakaḥ
O sage, when the earthen liṅga was duly established with devotion from one’s own liṅga (the self-manifest sign of Śiva), Mahādeva Himself appeared, fulfilling the desire connected with the Vindhya (region/mountain).

Sthala Purana: A devotee fashions and duly installs a pārthiva (earthen) liṅga with bhakti; Mahādeva manifests directly from/through that liṅga and grants the Vindhya-related desired boon, illustrating Śiva’s readiness to appear for sincere worship.
Significance: Affirms the efficacy of pārthiva-liṅga worship: proper vidhi plus devotion draws Śiva’s immediate presence and boon-bestowal (iṣṭa-siddhi).
It teaches that when devotion (bhakti) is joined with proper sacred procedure (vidhi) in liṅga-worship, Śiva—though supreme and beyond form—graciously manifests in a perceivable (saguṇa) way to bless the devotee and uphold dharma.
The verse highlights the liṅga as the sacred locus where the formless Lord becomes accessible: by installing a pārthiva-liṅga and worshipping with faith, the devotee encounters Śiva’s compassionate, boon-bestowing presence.
Parthiva-liṅga pūjā is implied: make an earthen liṅga, install it with mantra and devotion, perform abhiṣeka and worship—ideally with japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) as the inner meditation.
