Enumeration of Ten Prime Manifestations of Śiva with Their Śaktis
शिवावतारो मातङ्गो नवमः परिकीर्तितः । मातंगी तत्र शर्वाणी सर्वकामफलप्रदा
śivāvatāro mātaṅgo navamaḥ parikīrtitaḥ | mātaṃgī tatra śarvāṇī sarvakāmaphalapradā
The ninth incarnation of Śiva is proclaimed to be Mātaṅga. In that manifestation, Śarvāṇī (the Divine Consort) is Mātaṅgī, bestower of the fruits of all desired aims.

It affirms that Shiva manifests in specific avatāras for the upliftment of devotees, and that Shiva’s grace is inseparable from Śarvāṇī (Shakti), who here is praised as Mātaṅgī—one who grants the fruits of rightful human aims when approached with devotion.
Though the verse names an avatāra (a Saguna manifestation), Shaiva tradition understands such forms as approachable expressions of the same Supreme Shiva who is also worshiped as the Linga; devotion to the manifested form leads the mind toward the formless reality, with Shakti as the enabling grace.
A practical takeaway is Shiva–Shakti upāsanā: japa of the Panchākṣarī mantra ("Om Namaḥ Śivāya") with devotion, along with simple Shaiva observances such as Tripuṇḍra (bhasma) and Rudrākṣa, offered while praying for purification of desires into dharmic aims.
