Manifestation of Śiva’s Saṃhāra-Form
शिवोत्सवेषु सर्वेषु चतुर्दश्यष्टमीषु च । पठेत्प्रतिष्ठाकाले तु शिवसन्निधिकारणम्
śivotsaveṣu sarveṣu caturdaśyaṣṭamīṣu ca | paṭhetpratiṣṭhākāle tu śivasannidhikāraṇam
At all festivals of Śiva, and on the fourteenth and eighth lunar days as well, one should recite this—especially at the time of pratiṣṭhā (consecration); for such recitation becomes the cause of Śiva’s immediate presence.

It teaches that śravaṇa–kīrtana (devotional recitation) is not merely symbolic: when done on Śiva’s sacred occasions—especially during pratiṣṭhā—it becomes a direct means (kāraṇa) for experiencing Śiva-sannidhi, the felt nearness of Pati (Śiva) to the devotee.
Pratiṣṭhā is the rite by which the Liṅga (Saguna focus for worship) is installed and ritually enlivened for daily pūjā. The verse links recitation to the sanctification of that worship-space, affirming that mantra/śāstra-recitation supports the descent of divine presence into the consecrated form.
Recite the prescribed Śiva-stotra/teaching during Śiva-utsavas and on aṣṭamī and caturdaśī (notably Mahāśivarātri’s caturdaśī), and especially during Liṅga-pratiṣṭhā; pair it with focused bhakti and pūjā to cultivate Śiva-sannidhi.
