yasyetthaṃ saṃvikalpaṃte saṃjñāsaṃjñoktitaḥ sma vai | kiyatā caiva kālena dvitīyecchā'bhavatkila
Thus, in Him, through the functioning of designation and expression (name and named), such determinations indeed arose. Then, after some measure of time, it is said that a second impulse of Will manifested.

It points to manifestation beginning as a movement of Shiva’s Will (icchā) and the arising of conceptual distinctions through naming—showing how the One appears as many while remaining the supreme Pati.
Name-and-form (saṁjñā and expression) are the basis of Saguna approach; the Linga is the sacred sign through which devotees relate to the transcendent Shiva without reducing Him to mere form.
Contemplate Shiva as the source of icchā-śakti and practice japa of the Panchākṣarī—"Om Namaḥ Śivāya"—to steady the mind beyond conceptual vikalpas (constructs) into devotion and inner stillness.
