Devas’ Hymn: Śiva as Parabrahman, Māyā-Śakti, and Giver of Karmic Fruits
नमश्शिवाय भीमाय शंकराय शिवाय ते । उग्रोसि सर्व भूतानां नियंता यच्छिवोसि नः
namaśśivāya bhīmāya śaṃkarāya śivāya te | ugrosi sarva bhūtānāṃ niyaṃtā yacchivosi naḥ
Salutations to You—Śiva, the Terrible Bhīma, and Śaṅkara, bestower of auspiciousness. You are fierce, the regulator of all beings; yet You are our very Śiva—ever gracious and benevolent to us.

Cosmic Event: Niyamana (cosmic regulation) of all beings under Śiva’s lordship
It reconciles Śiva’s two divine modes—Ugra (awe-inspiring, upholding cosmic order) and Śiva/Śaṅkara (auspicious, grace-giving). In Shaiva Siddhanta, the same Pati (Lord) who binds and regulates the worlds also bestows anugraha (liberating grace) upon the devotee.
The verse praises Saguna Śiva through His well-known epithets (Bhīma, Śaṅkara, Śiva), supporting devotional worship of the Liṅga as the accessible form of the Supreme—fearsome to ignorance and sin, yet supremely auspicious to sincere bhaktas.
Japa of the Pañcākṣarī—“Namaḥ Śivāya”—with bhāva that Śiva is both the inner governor (niyantā) and the giver of peace. This can be paired with simple Liṅga-archana (water offering) and contemplation of Śiva’s protective fierceness and saving grace.
