But one who, through devotion to the Lord, becomes tranquil and whose mind rests in Him—Shiva then bestows upon that person the true fruit of his actions.

It teaches that karmic outcomes are ultimately administered by Shiva, and that devotion which quiets the mind and turns it toward Him makes one fit to receive the highest, purified fruit—His grace leading toward liberation.
In Saguna worship—especially Linga-upasana—the devotee concentrates the mind on Shiva’s presence; when the mind becomes tad-gata (absorbed in Him), Shiva transforms ordinary karma-phala into spiritually elevating results and guides the devotee toward the supreme reality.
Practice Shiva-bhakti with steady japa of the Panchakshara (“Om Namaḥ Śivāya”) and calm meditative focus on Shiva/Linga, cultivating śānti (inner peace) so the mind remains established in Him.
