Whatever has been, whatever is to be, and whatever will be—indeed all of it—because it is pervaded by Me, I am everything. Therefore it is also said: “All is Rudra.”

The verse declares Rudra (Shiva) as the all-pervading Lord who underlies past, present, and future. In Shaiva Siddhanta terms, it points to Pati (Shiva) as the indwelling reality of all experience, and liberation arises through recognizing His presence beyond time.
The Linga is worshipped as the sign of the formless, all-pervading Shiva. By meditating on the Linga, the devotee learns to see the same Rudra pervading all names and forms—Saguna worship becoming a doorway to realizing Shiva’s timeless, pervasive nature.
A practical takeaway is japa of the Panchakshara mantra “Om Namaḥ Śivāya” with contemplation that all time—past, present, future—is pervaded by Shiva, along with Tripuṇḍra (bhasma) application as a reminder of the Lord’s supremacy over time and change.
