एवं शिवत्वं शक्तित्वं परमात्मनि दर्शितम् । शिवशक्त्योस्तु संयोगादानंदस्सततोदितः
evaṃ śivatvaṃ śaktitvaṃ paramātmani darśitam | śivaśaktyostu saṃyogādānaṃdassatatoditaḥ
Thus, the state of being Shiva and the state of being Shakti are shown to abide in the Supreme Self. Indeed, from the union of Shiva and Shakti, ever-arising bliss continuously manifests.

It teaches that the Supreme Reality (Paramatman) is not devoid of power: Shiva (consciousness) and Shakti (divine potency) are inseparable in the Highest, and their unity is experienced as uninterrupted bliss (ānanda), pointing toward liberation through right knowledge and inner realization.
In Linga worship, the devotee contemplates Shiva as the supreme consciousness while honoring Shakti as His inherent power of manifestation; the Linga signifies the one Reality in which Shiva–Shakti are united, making Saguna worship a doorway to realizing the Paramatman described here.
Meditate on the inseparability of Shiva and Shakti while repeating the Panchakshara mantra (Om Namah Shivaya), visualizing the Linga as the seat of unified consciousness and power; this contemplation is aimed at awakening steady inner ānanda.
