Exposition of the Supreme Method of Creation and the Tirodhāna-Cakra
रुद्रमूर्त्तेस्सहस्रांशाद्विष्णोश्चैवाभवज्जनिः । स वामदेवचक्रात्मा वारितत्त्वैकनायकः
rudramūrttessahasrāṃśādviṣṇoścaivābhavajjaniḥ | sa vāmadevacakrātmā vāritattvaikanāyakaḥ
From a thousandfold portion of Rudra’s manifested form, the birth of Viṣṇu indeed arose. He is of the nature of the Vāmadeva-cakra, the single sovereign of the principle of water—the sustaining power presiding over that tattva.

By describing emanation from Rudra’s manifested form, it supports Saguna worship: the Liṅga symbolizes Śiva as the source and support of all deities and elements, while still pointing to His transcendence beyond them.
Meditate on Śiva as Pati presiding over all tattvas while japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) is performed; offer water (jala/āpaḥ) in abhiṣeka with the insight that the water principle too is governed by Śiva’s power.
