Thereupon Nīla, duly following the prescribed order, arranged the army with its own guards and securely set the camp upon the ocean’s northern shore.

Nila settled the army successfully by making them reside on the northern shore of the sea, as per tradition.

Dharma here is disciplined order: leadership that protects the community by arranging proper security (svārakṣā) and acting according to established norms (vidhivat), rather than impulsively.

Rāma’s allied force has reached the seashore; Nīla organizes the troops and establishes a secure camp on the ocean’s northern coast as part of the march toward Laṅkā.

Nīla’s competence and responsibility—practical leadership expressed through orderly encampment and protection of the host.
