Nīla, in accordance with proper order, arranged the army with its own guards and set it well in camp on the northern shore of the ocean.

Nila settled the army successfully by making them reside on the northern shore of the sea, as per tradition.

Dharma here is orderly conduct: leadership that follows proper procedure (vidhivat), ensures protection, and prioritizes collective safety through discipline and preparedness.

The forces allied to Rāma are being organized and encamped at the seashore; Nīla arranges the camp and security on the ocean’s northern bank.

Nīla’s competence and responsibility—methodical organization, attention to security, and effective execution.
