रावणस्य सभाप्रवेशः (Ravana Enters the Royal Assembly and Summons Counsel)
सापुरीपरमाकीर्णारथकुञ्जरवाजिभिः ।सम्पतद्भिर्विरुरुचेगरुत्मद्भिरिवाम्बरम् ।।।।
te rathān rucirān eke dṛptān eke pṛthag hayān |
nāgān eke ’dhiruruhur jagmuś caike padātayaḥ ||
Of those rākṣasas, some went upon exquisite chariots; some rode proud steeds; some mounted elephants; and some proceeded on foot.
With chariots, elephants and horses advancing in groups the prosperous capital was shining resembling the flocks of birds in the sky.
Dharma here is implied as disciplined organization—many act together in an ordered way, suggesting that collective action should be structured and accountable to rightful counsel (even if the rākṣasas later misuse it).
