When the appointed time had passed, Rāvaṇa deemed it the fitting moment to deliberate on the war with his ministers and loyal friends.
Because of the lapse of time, Ravana considered it imminent to consult with his ministers and friends about war.
According to Rajaniti (political ethics), a king must consult his council before engaging in war. Ravana, recognizing the time for conflict had arrived, followed this protocol.
'Prāptakālam' means 'appropriate time' or 'timely action.' It highlights the importance of timing in strategy, suggesting Ravana understood that delay was no longer an option.
