The dwelling of the lord of the rākṣasas glittered with the jewels of delighted women, and it resounded with the ringing of fine ornaments—like the ceaseless sound of the sea.

Full of the jewels of joyous women, the residence of the lord of demons reverberated with the jingling of their ornaments and accessories like the sound of the sea.

A quiet ethical contrast is set up: external splendor and sensory excess can coexist with inner adharma. The Ramayana repeatedly warns that luxury is not proof of righteousness.

Hanumān comes upon (and the narration describes) the magnificent, noisy, ornament-filled residence of Rāvaṇa.

Discernment (viveka) by implication: the observer must not be dazzled by grandeur while pursuing a righteous objective.
