In Ayodhyā there was not a single person who neglected the sacred fires or the sacrificial rites; none was base-minded, no thief was found, and no disorder from mixed descent prevailed.

In the city of Ayodhya there was none who did not kindle the sacrificial fire. There was none who did not perform a sacrifice. There were no thieves or mean-minded persons or persons of improper descent of mixed castes.

A
Ayodhyā

Dharma here is both ritual and civic: religious observance (fires and sacrifice) coexists with public security (absence of theft) and stable social order.

The narrator continues depicting Ayodhyā as an ideal polity where religious duties and social harmony are maintained.

Collective righteousness—citizens uphold both sacred obligations and ethical conduct.
