Let all the fishermen, stationed along the river Gaṅgā, remain there with their forces—river-guards, strong and sustained by meat, roots, and fruits.
Let all the fishermen, who live on meat, roots and fruits and protect the river, stay here with the troops by taking up positions along the banks of the river Ganga.
Dharma as organized duty: protection of a vulnerable boundary (the river crossing) is carried out collectively and with discipline.
Guha mobilizes the river-guard community to secure the Gaṅgā banks against the approaching army.
Responsible command—Guha coordinates people and resources to prevent harm and maintain order.
