Shloka 2.81.11

एकाशीति तमः सर्गः — Bharata’s Grief, Courtly Summons, and the Assembly Hall

स काञ्चनमयं पीठं सुखास्तरणसंवृतम्।अध्यास्त सर्ववेदज्ञो दूताननुशशास च।।।।

sa kāñcanamayaṃ pīṭhaṃ sukhāstaraṇasaṃvṛtam | adhyāsta sarvavedajño dūtān anuśaśāsa ca ||

He, the knower of all the Vedas, sat upon a golden seat covered with a comfortable spread, and instructed the messengers.

Vasistha, well-versed in all the Vedas, sat on a golden seat with a comfortable cover and ordered the messengers:

Dharma is orderly governance: learned authority acts through proper channels (messengers), ensuring decisions are communicated responsibly and without chaos.

Vasiṣṭha takes his seat in the assembly setting and begins issuing instructions to summon key persons.
