Matsya Purana — Secondary Creation: Appointment of Cosmic Regents and Consecration of Directi...

Then the Lord of all made Śaṅkhapada the ruler of the southern quarter. And that same Supreme Lord—who is the very womb of the cosmic egg—appointed Ketumān as lord of the western direction.
It reflects ordered cosmic administration—how the Supreme Lord structures the world by assigning rulers to the quarters—rather than describing pralaya directly.
By portraying divinely sanctioned appointment of authorities for each domain, it supports the Purāṇic ideal that rulers and householders should maintain order through proper delegation and respect for jurisdiction and direction-based propriety.
Direction-lords are crucial for ritual and Vāstu orientation: rites, placements, and directional observances often invoke or respect the guardian of each quarter; this verse names the southern and western regents in this scheme.
