Matsya Purana — Kamalā-Saptamī Vow: Lotus Rite for Sūrya
अनेन विधिना शुक्लसप्तम्यां मासि मासि च सर्वं समाचरेद्भक्त्या वित्तशाठ्यविवर्जितः //
anena vidhinā śuklasaptamyāṃ māsi māsi ca sarvaṃ samācaredbhaktyā vittaśāṭhyavivarjitaḥ //
Following this prescribed method, on the bright-lunar seventh day (śukla-saptamī)—and month after month—one should duly perform the entire observance with devotion, free from deceit regarding one’s wealth (i.e., without miserliness or dishonest withholding).
This verse does not address Pralaya; it focuses on ritual discipline—performing a prescribed observance regularly with devotion and integrity.
It teaches steady, repeatable dharma: a householder (and by extension a king setting public standards) should perform vows and worship consistently each month, without financial deceit—meaning no dishonest economizing, false show of piety, or withholding what the rite requires.
The significance is ritual rather than architectural: it emphasizes correct procedure (vidhi), proper timing (Śukla-Saptamī), regular monthly repetition, devotion (bhakti), and ethical purity in offerings/expenses.
