वैशम्पायन उवाच
The verse highlights kālajñatā—speaking and acting with awareness of the right time and context. Ethical counsel is most effective when offered at the proper moment, with gentleness and respect, especially in matters concerning dharma and the welfare of others.
In Vaiśampāyana’s narration, Śrī Kṛṣṇa—described as eternal and a knower of the opportune moment—smiles and invites the sage (Mārkaṇḍeya) to state what he intends to say regarding the Pāṇḍavas, setting the stage for counsel or instruction directed to them.
