Bhīṣma said: Then Rāma (Paraśurāma), thus addressed—“O lord, slay Bhīṣma!”—spoke to the maiden who was weeping and urging him again and again: “Fair one, princess of Kāśī! By my vow I take up arms only when there is need on behalf of a Veda-knowing brāhmaṇa. Without such cause I do not lift weapons at will. Therefore, while guarding this vow, what other deed can I do for you?”

The verse sets up a dharmic dilemma: righteous anger and the demand for retribution confront the discipline of a vow. It highlights that ethical action in the Mahabharata often depends not only on the grievance but also on one’s svadharma (role-duty) and prior commitments.
Amba, weeping, repeatedly urges Parashurama—addressing him as ‘Lord’—to slay Bhishma. Bhishma reports that Parashurama then responds to her, initiating the exchange that will lead toward the famed confrontation between Parashurama and Bhishma.
