(Sāntva-Nīti) — The One-Word Principle of Conciliation

yas tu sarvam abhiprekṣya pūrvam evābhibhāṣate | smitapūrvābhibhāṣī ca tasya lokaḥ prasīdati ||

He who, after observing everyone, is the first to speak—addressing others with a smile beforehand—wins the goodwill of people; the world around him becomes pleased and favorably disposed toward him.

Educational Q&A

Initiative in courteous communication—observing others, speaking first when appropriate, and addressing them with a smile—creates goodwill and social harmony; people naturally become pleased with such a person.

Śakra (Indra) is describing a mark of good conduct: a person who attentively regards those present and greets or speaks first, doing so with a smile, becomes well-liked and receives favorable regard from people.
