Mantri-Parīkṣā — Testing Ministers, Securing Counsel, and Ethical Criteria for Advisers (अध्याय ८४)
अर्थमानार्घ्यसत्कारैभोगिरुच्चावचै: प्रियान्
arthamānārghyasatkārair bhogair uccāvacaiḥ priyān
Bhīṣma says that one should win over and keep dear persons well-disposed by offering them appropriate wealth, respectful gifts and honors, and by providing them with various kinds of comforts and enjoyments—high and low according to their station. The ethical point is that social harmony and loyalty are sustained through timely generosity, proper hospitality, and considerate treatment, rather than through neglect or harshness.
भीष्म उवाच
Maintain goodwill and social stability through appropriate generosity—honoring people with respect, gifts, and suitable comforts—tailored to their position and needs.
In the Śānti Parva’s instruction on righteous conduct and governance, Bhīṣma is advising on practical means of securing loyalty and harmony: honoring valued persons through respectful reception, offerings, and provisions.
