Mantri-Parīkṣā — Testing Ministers, Securing Counsel, and Ethical Criteria for Advisers (अध्याय ८४)

Bhīṣma said: “Those whom you regard as dear and worthy of support—see that they become sharers in prosperity and happiness. Satisfy them with wealth, honor, offerings, hospitality, and varied enjoyments. Learned men whose good conduct has not broken, who are virtuous and steadfast in their vows—though they may regularly have needs and seek assistance—being generous-minded and truthful, will not abandon you.”
भीष्म उवाच
A ruler or householder should actively sustain those regarded as dear and deserving—through wealth, honor, offerings, and hospitality—so they flourish; virtuous, learned, truthful people of steady conduct, even if they often have needs, remain loyal and do not abandon one who supports them rightly.
In the Śānti Parva’s instruction on righteous governance and conduct, Bhīṣma continues advising Yudhiṣṭhira on how to maintain stable relationships and social order: by honoring and materially supporting worthy dependents and virtuous persons, one secures enduring goodwill and faithful companionship.
