Vasumanā said: When a king, through his secret agents, keeps watch over all beings in his realm and moves about ensuring their safety and welfare, then he becomes like the Sun—ever-seeing, sustaining, and protective. The ethical point is that royal power is justified by vigilant care, security, and the steady promotion of public well-being.

Educational Q&A

A king becomes truly 'sun-like' not by splendor alone but by constant, informed vigilance and by actively securing the welfare (kṣema) of all subjects; intelligence (cāra) is ethically framed as a tool for protection and good governance.

Vasumanā describes an ideal ruler: the king uses trusted agents to observe conditions across the realm and, while moving about in administration, ensures public safety and well-being—thereby earning comparison to the Sun that sees and sustains all.
