राजवृत्त-रक्षा-प्रणिधि-षाड्गुण्योपदेशः
Royal Conduct, Protection, Intelligence, and Policy Measures
हस्ताद्धस्तं परिमुषेद् भिद्येरन् सर्वसेतव: । भयार्त॑ विद्रवेत् सर्व यदि राजा न पालयेत्,यदि राजा पालन न करे तो चोर और लुटेरे हाथमें रखी हुई वस्तुको भी हाथसे छीन ले जायूँ, सारी मर्यादाएँ टूट जायँ और सब लोग भयसे पीड़ित हो चारों ओर भागते फिरें
hastād hastaṁ parimuṣed bhidyeran sarva-setavaḥ | bhayārtā vidravet sarve yadi rājā na pālayet ||
Vasumanā said: If the king does not protect (his subjects and the social order), then thieves would snatch even what is held in one’s very hand; all boundaries and norms would be shattered, and everyone, afflicted by fear, would flee in all directions. The verse underscores that royal protection is not mere power but a moral duty that preserves public safety and the fabric of dharma.
वसुमना उवाच
The king’s primary dharma is protection (pālana). Without just governance and enforcement of order, society collapses into theft, fear, and the breakdown of moral and legal boundaries (setu).
Vasumanā is explaining the consequences of a ruler failing to protect: criminals become bold enough to snatch possessions openly, social restraints dissolve, and the populace—overwhelmed by fear—scatters and lives in insecurity.
