Vaiśampāyana said: “You have been born from my navel, O Brahman, as the capable lord appointed to bring forth the creation of beings. Therefore create the many kinds of creatures—both insentient and sentient, the dull and the wise—so that the world may be duly populated and ordered.”
वैशम्पायन उवाच
The verse frames creation as a purposeful, ordered act: the creator is tasked to generate diverse beings of all capacities, implying that variety in intelligence and nature is part of the intended cosmic arrangement supporting social and moral order (dharma).
A higher creator figure addresses the navel-born Brahman/creator, commissioning him to produce the manifold population of the world—encompassing all types of beings, from insentient or dull to intelligent and learned.
