वैशम्पायन उवाच
Dharma should be deliberately established and preserved through instruction, motivated not by private gain but by the intention to secure the welfare (hita) of all beings and all worlds.
The narrator Vaiśampāyana reports that a revered teacher/authority (implied by context) instructs Svarociṣa Manu in dharma, presenting this transmission as a purposeful act meant to ground dharma firmly in the world for universal benefit.
