इत्थं च सुरासुरविशिष्टा ब्राह्मणा य एव मया ब्रह्मभूतेन पुरा स्वयमेवोत्पादिता: सुरासुरमहर्षयो भूतविशेषा: स्थापिता निगृहीताश्च,इस प्रकार ब्राह्मण देवताओं और असुरोंसे भी श्रेष्ठ हैं। पूर्वकालमें मैंने स्वयं ही ब्रह्मारूप होकर उन ब्राह्मणोंको उत्पन्न किया था। देवता, असुर और महर्षि आदि जो भूतविशेष हैं, उन्हें ब्राह्मणोंने ही उनके अधिकारपर स्थापित किया और उनके द्वारा अपराध होनेपर उन्हें दण्ड भी दिया
itthaṃ ca surāsuraviśiṣṭā brāhmaṇā ya eva mayā brahmabhūtena purā svayam evotpāditāḥ; surāsuramahārṣayo bhūtaviśeṣāḥ sthāpitā nigṛhītāś ca.
Thus it is said that the Brāhmaṇas are superior even to the gods and the asuras. In former times, I myself—having assumed the state of Brahmā—brought those Brāhmaṇas forth. The various orders of beings—gods, asuras, and great seers—were established in their respective jurisdictions by the Brāhmaṇas, and when they transgressed, they were also restrained and punished by them.
अजुन उवाच
The verse asserts that dharma-grounded spiritual authority (embodied by Brāhmaṇas) is presented as the foundation of cosmic and social order: it can establish rightful jurisdictions and also restrain even powerful beings when they violate norms.
The speaker describes an ancient, cosmological account: having become Brahmā, he claims to have produced the Brāhmaṇas, who then installed devas, asuras, and great seers into their proper roles and disciplined them when they committed offenses.
