Vaiśaṃpāyana said: “Grant strength to that person who reflects upon the rightful authority and its purpose—so that he may fulfill his duty.” When this was said, the great deity Brahmā addressed those gods as follows.

Strength (bala) should support dharma: the person who thoughtfully considers rightful authority (adhikāra) and its purpose (artha) deserves empowerment to carry out duty responsibly, not impulsively or selfishly.
A request is made to the gods to bestow the power needed for proper duty-fulfillment upon a discerning person; in response, Brahmā (the great deity) turns to the assembled gods and begins to instruct them.
