अवध्य: सर्वलोकानां सदेवासुररक्षसाम् । भविष्यति स शक्रं वा स्वराज्याच्च्यावयिष्यति,विरोचनके एक बलवान पुत्र होगा, जो महासुर बलिके नामसे विख्यात होगा। उसे देवता, असुर तथा राक्षसोंसहित सम्पूर्ण लोक भी नहीं मार सकेंगे। वह इन्द्रको राज्यसे भ्रष्ट कर देगा
avadhyaḥ sarvalokānāṃ sadevāsurarākṣasām | bhaviṣyati sa śakraṃ vā svarājyāc cyāvayiṣyati ||
Bhīṣma said: “He will be invincible to all the worlds, even including the gods, asuras, and rakshasas. He will come to be, and he will even drive Śakra (Indra) from his own sovereignty.”

Extraordinary power can destabilize established sovereignty; therefore kingship and cosmic order must be grounded in dharma, not merely in strength. The verse frames political legitimacy as something that can be overturned by force, but ultimately requires righteous order to be restored.
Bhishma foretells the rise of Bali, son of Virocana, describing him as invincible even to gods and other beings, and predicting that he will depose Indra (Śakra) from his rule.
