Bhīṣma said: “Dear one, this is the very wind of Lord Viṣṇu’s exhalation. Whenever that breath suddenly surges forth with force, the whole world is shaken and distressed.”
भीष्म उवाच
The verse stresses the overwhelming sovereignty of the divine: even what seems like a natural force is portrayed as Viṣṇu’s breath, reminding the listener that the cosmos depends on and is moved by a higher power.
Bhīṣma, in instruction during Śānti Parva, explains to his listener that a mighty wind (or cosmic disturbance) is to be understood as arising from Viṣṇu’s exhalation; when it suddenly intensifies, the entire world becomes agitated.
