Vyāsa said: Those who, in this world, have strayed from dharma and follow their own desire-driven conduct—who keep crying out in abuse and remain continually engaged in harmful, inauspicious actions—after death obtain bodies made for torment. There, because of their many sinful deeds, they suffer intense affliction again and again, through numerous causes born of unrighteousness.

Educational Q&A

A life that abandons dharma and follows desire-driven, harmful behavior leads to painful karmic consequences; after death such people experience intense suffering proportionate to their repeated unrighteous actions.

Vyāsa is describing a class of people characterized by deviation from dharma, abusive speech, and continual engagement in inauspicious acts, and he explains their post-mortem fate: they obtain a torment-bearing body and undergo severe suffering due to many causes rooted in adharma.
