Bhishma said: “Then the great-souled gods, having mutually agreed to go to Daksha Prajapati’s sacrifice, set out in radiant aerial cars blazing like fire and the sun. With the permission of Mahadeva, they went to Gangadvara (Haridwar)—so it is heard in tradition.”

Even divine beings act through consultation and proper authorization: collective resolve (saṅgati) and deference to higher spiritual authority (Mahadeva’s assent) frame action within dharma, especially in sacred contexts like yajña and tīrtha.
Bhishma reports a traditional account: the gods, led by Indra, decide to attend Daksha’s sacrifice and travel in brilliant vimanas; after obtaining Mahadeva’s permission, they proceed to Gangadvara (Haridwar).
