Devastāna said: The Creator brought wealth into being for the sake of sacrifice, and for the sake of sacrifice He also brought forth the man who protects it. Therefore, all wealth should be employed in sacrifice; and then, soon after, the sacrificer’s desired aims are fulfilled through that very rite.

Wealth is presented as divinely purposed for yajña (sacrificial giving and ritual obligation). Using resources in yajña sustains dharma and, as a consequence, brings legitimate fulfillment of desires to the sacrificer.
A speaker named Devastāna states a doctrinal rationale: the Creator made wealth and the human protector/agent with yajña as their aim. From this premise he concludes that wealth should be directed into yajña, which then yields the sacrificer’s desired results.
