एकान्ततो हाामर्यादात्‌ सर्वोडप्युद्धिजते जन: । दस्यवो<प्यभिशड्कन्ते निरनुक्रोशकारिण:,भारत! डाकुओंको लूट-पाट या हिंसा आदि भयानक कर्मोके लिये अनायास ही सेना सुलभ हो जाती है। सर्वथा मर्यादाशून्य मनुष्यसे सब लोग उद्विग्न हो उठते हैं। केवल निर्दयतापूर्ण कर्म करनेवाले पुरुषकी ओरसे डाकू भी शंकित रहते हैं

bhīṣma uvāca | ekāntato hy āmaryādāt sarvo 'py udvijate janaḥ | dasyavo 'py abhiśaṅkante niranukrośakāriṇaḥ, bhārata |

Bhishma said: From a person who is utterly without restraint and boundary, everyone becomes anxious and disturbed. Even robbers themselves feel suspicion and fear toward a man who acts with sheer mercilessness, O Bharata—because such unbounded cruelty makes society unsafe for all, including the wicked.
