दोषान् विवृणुयाच्छत्रो: परपक्षान् विधूनयेत् । काननेष्विव पुष्पाणि बहिरर्थान् समाचरन्,शत्रुके दोषोंको प्रकाशित करे और उसके पक्षके लोगोंको अपने पक्षमें आनेके लिये विचलित कर दे। जैसे लोग जंगलसे फूल चुनते हैं, उसी प्रकार राजा बाहरसे धनका संग्रह करे
Translation
Bhishma said: A king should expose the enemy’s faults and unsettle those on the opposing side so that they are drawn over to his own. And just as people gather flowers from the forest, so should the king gather wealth from outside.
