Bhṛtya-niyoga: Role-appropriate appointment of servants and protection of the royal treasury (भृत्यनियोगः कोशरक्षणं च)
जो राजा सदा सबके संग्रहमें संलग्न, उद्योगशील और मित्रोंसे सम्पन्न होता है, वही सब राजाओंमें श्रेष्ठ है ।। शकक््या चाश्व॒सहस्रेण वीरारोहेण भारत । संगृहीतमनुष्येण कृत्स्ना जेतुं वसुन्धरा,भारत! जो उपर्युक्त मनुष्योंका संग्रह करता है, वह केवल एक सहस्र अश्वारोही वीरोंके द्वारा सारी पृथ्वीको जीत सकता है
bhīṣma uvāca | yo rājā sadā sarveṣāṃ saṃgrahe saṃlagnaḥ udyogaśīlaḥ mitraiś ca sampannaḥ sa eva sarvarājānāṃ śreṣṭhaḥ || śakyā ca aśvasahasreṇa vīrāroheṇa bhārata | saṃgṛhītamanuṣyeṇa kṛtsnā jetuṃ vasundharā ||
Bhishma said: The king who is ever devoted to gathering men and holding them in unity, who is vigorous in action, and who abounds in allies and friends—he alone is the best among kings. And, O Bharata, a ruler who has thus secured the loyalty and cohesion of his men can conquer the whole earth with merely a thousand heroic horsemen.
