जात्या च सदृशा: सर्वे कुलेन सदृशास्तथा,जाति और कुलमें सभी एक समान हो सकते हैं; परंतु उद्योग, बुद्धि और रूप- सम्पत्तिमें सबका एक-सा होना सम्भव नहीं है। शत्रुलोग गणराज्यके लोगोंमें भेदबुद्धि पैदा करके तथा उनमेंसे कुछ लोगोंको धन देकर भी समूचे संघमें फूट डाल देते हैं; अतः संघबद्ध रहना ही गणराज्यके नागरिकोंका महान्‌ आश्रय है

jātyā ca sadṛśāḥ sarve kulena sadṛśās tathā | udyogabuddhirūpasampattau tu na sarveṣām ekarūpatā sambhavati || śatravaḥ gaṇarāṣṭreṣu bhedabuddhiṃ janayitvā tebhyaś ca kecid dhanena krītvā api sarvasya saṅghasya bhedaṃ kurvanti | tasmāt saṅghabaddhatā eva gaṇarāṣṭranāgarāṇāṃ mahān āśrayaḥ ||

Bhishma said: “All may be alike by birth, and likewise alike by lineage; yet it is not possible that everyone be the same in enterprise, intelligence, beauty, and prosperity. Enemies, by sowing a sense of difference among the people of a republic and by bribing some with wealth, can split an entire confederation. Therefore, unity—standing bound together as one body—is the great refuge of the citizens of a republic.”
