वैशम्पायन उवाच
Even a ruler must heed dharma-based counsel, especially when it arises from clear foreboding; attachment to one’s children (putrahārda) can cloud judgment, so ethical governance requires restraint and listening to righteous warning.
At the opening of this chapter, the narrator states that Gāndhārī—distressed by grief and motivated by concern for her sons—begins to speak to King Dhṛtarāṣṭra, setting up her warning and his response.
