तस्य संवत्सरे पूर्णे पाश एक: प्रमुच्यते । तस्मात् सत्य॑ तु वक्तव्यं जानता सत्यमज्जसा,एक वर्ष पूरा होनेपर उसका एक पाश खुलता है, अतः सच्ची बात जाननेवाले पुरुषको यथार्थरूपसे सत्य ही बोलना चाहिये
tasya saṃvatsare pūrṇe pāśa ekaḥ pramucyate | tasmāt satyaṃ tu vaktavyaṃ jānatā satyam ajjasā ||
When a full year is completed, one of his nooses is released. Therefore, one who knows what is true should speak the truth plainly, without distortion—this is the course of dharma being urged.
कश्यप उवाच
Truthfulness is presented as a binding ethical duty: one who knows the truth should speak it plainly (ajjasā), because truth has liberating power—symbolized by a noose being released.
Kaśyapa states a rule-like observation: with each completed year, one bond/noose is loosened. Using this image of gradual release from bondage, he draws a moral conclusion urging truthful speech.
