tataḥ sa kathayāmāsa dṛṣṭvā haṃsasya kilbiṣam | teṣāṃ paramaduḥkhārtaḥ sa pakṣī sarvapakṣiṇām ||
Then, having witnessed the swan’s wrongdoing, that bird—overwhelmed with the deepest sorrow on their behalf—went and reported the entire matter to all the other birds.

Wrongdoing (kilbiṣa) is not merely personal; it can cause collective distress. Ethical conduct includes bearing witness to harm and informing the community so that disorder is addressed rather than ignored.
After seeing the swan commit an offense, an unnamed bird becomes deeply distressed and then recounts the incident to all the other birds, spreading awareness of the wrongdoing.
